Example
It takes light ships 2 hours to get to a target
2 hours is 120 minutes
10% of 120 minutes is 12 minutes
120-12 = 108
108 minutes = 1 hour 48 minutes
So now instead of it taking your light ships 2 hours to get to the target, it only takes 1 hour 48 minutes.
